    I came across this interesting document. ICAO Annex 14: International Standards and Recommended Practices Aerodromes. Essentially its the international rules on how to build and maintain an airport. It contains directions on Markings, Obstacle Obstructions, physical characteristics, and more. Its over 300 pages long. Feel free to download a copy, its heavy at over 7mb.
